[rfc-i] updated Word template and tools

Hi, all,

I've posted a final update to the Word template document, which includes 
some minor final tweaks. I'll continue to maintain the template and 
post-processing scripts, but have submitted the I-D for publication as 
an Informational RFC, FYI.
