[rfc-i] "Official Internet Protocol Standards" and STDs

Vis a vis the recent IETF discussion of the role of STDs for
recording Internet standards:

Since we were in the process of de-crufting the script that
produces the "Official Internet Protocol Standards" file
(www.rfc-editor.org/rfcxx00.html), we improved the display
of STDs to clearly show what has happened in wierd cases
like STD 10 (ex. RFC 821).
