Just for fun I checked it for two random RfCs:
RfC 1000 uses 58 lines on page 2 etc.:
1 FF, 2+3 empty, 4 header, 58 footer
RfC 3206 uses 56 lines on page 2 etc.:
1 FF, 2 header, 56 footer
That's a constant, 55 lines from header to footer.
RfC 1000 has 59 lines on page 1:
1..4 empty, 5 header, 59 footer.
RfC 3206 has 58 lines on page 1;
1..6 empty, 7 header, 58 footer.
RfC 1000 has the constant 55 lines from header to
footer also on its 1st page, RfC 3206 has only 52.
