[rfc-i] Availability of RFCs when they are announced

Greetings again. The announcement for RFC 4434 went out yesterday 
(see below). This is of particular interest to me because I am the 
author of that RFC. At the time that the announcement was sent, the 
URL was broken. It is still broken as of this morning.

Maybe there should be a step in the announcement process that checks 
that the URL is correctly resolvable before the RFC announcements are 
sent out.
