perhaps I used the wrong term.
When I said "interactive", I really meant "real time"
I know about wget, ftp, etc. it is not the same thing as:
uucp rfceditor!/pub/rfc/rfc1068.txt $HOME/rfc/rfc1068.txt
Which would run later on, and let me know when it was done.
Sure, one could trivially build such a thing with wget underneath, but
I'm not aware of any widely deployed system that can do that.
