[rfc-i] how to interpret <keywords>/<kw> information

Just to clarify here (as someone else who attempts to parse the XML, are
_both_  cases  Marshall provided mistakes? - i.e. is the <kw> intended to
include a only a single word, and multiple words are to be listed with 
multiple <kw>
elements?
