Section 2 says:

5.  Each field may or may not be enclosed in double quotes (however
       some programs, such as Microsoft Excel, do not use double quotes
       at all).  

It should say:

5.  Each field may or may not be enclosed in double quotes.

Notes:

For csv files, Microsoft Excel 2010 saves the value of a field enclosed in double quotes if a cell contains a comma in its value.
