6. Fields containing line breaks (CRLF), double quotes, and commas should be enclosed in double-quotes.
It should say:
6. Fields containing line breaks (CRLF), double quotes, and commas must be enclosed in double-quotes.
Notes:
CSV is clearly unparsable if commas are not enclosed in double quotes.
