Section 3.13 says:
The F-bit is used in the RP object header to signal that the initial request or response was too large to fit into a single message and will be fragmented into multiple messages.
It should say:
The F-bit is used in the RP object to signal that the initial request or response was too large to fit into a single message and will be fragmented into multiple messages.
Notes:
F-bit is used in the RP object body but not the object header
