Section 4.6 says:

        u-naptr-regexp = "!.*!"<URI>"!"

It should say:

        u-naptr-regexp = "!.*!" URI "!"

Notes:

As this is ABNF, its productions need not be enclosed in <>. They are only allowed when defining "prose values", which "URI" isn't. "URI" is an actual ABNF production from RFC 3986/
