Section 4 says:

The DESTINATION_ADDR field contains either a unicast 
Ethernet destination address, or the Ethernet broadcast address 
(0xffffffff).

It should say:

The DESTINATION_ADDR field contains either a unicast 
Ethernet destination address, or the Ethernet broadcast address 
(0xffffffffffff).

Notes:

the ethernet broadcast address is 48bit so in hex 0xffffffffffff
