Section 8.4 says: 

The initial Description of the file, as presented on page 78,
contains in its first paragraph the lines:

 *      the seven tests documented for each algorithm in
 *        "The Secure Hash Algorithm Validation System (SHAVS)",
 *        three of which are bit-level tests
 *        (http://csrc.nist.gov/cryptval/shs/SHAVS.pdf)

For clarity, it should better say:

 *      the seven tests documented for each algorithm in
|*        "The Secure Hash Algorithm Validation System (SHAVS)"
|*        (http://csrc.nist.gov/cryptval/shs/SHAVS.pdf),
|*        three of which are bit-level tests
