Section 5.9. says:

   If the special name "_CONSOLE" is used, the message is considered to
   be "for your eyes only".

It should say:

   If the special name "_CONSOLE_" is used, the message is considered to
   be "for your eyes only".

Notes:

If the name is actually "_CONSOLE", you should explicitly mention it.
