Section 3 says:

[[  In the NOTE on top of page 6 ]]

                                  [...], and as soon as Free would get a
   prefix shorter than /32, this restriction would be relaxed.  [...]

It should say:

                                 [...], and as soon as Free got a prefix
   shorter than /32, it was possible to relax this restriction. [...]

Notes:

Rationale: Wrong temporal relationship, not matching text in Section 1.
